Is There Anything Duck Tape Cannot Do?
Apparently, in education, duck tape can be used to quiet unruly kids.

An 8-year-old boy had his mouth duct-taped by his teacher and had a chair placed on him by another teacher at his Antioch charter school, according to a legal claim filed against the school district.
The boy was in his third-grade class at Antioch Charter Academy II on Nov. 26 when teacher Michelle Mankewich took a roll of duct tape from her drawer, placed some over his mouth and "warned him not to remove it," said the claim, a precursor to a lawsuit.
The boy's mother, Luvy Torres, suspects the teacher gagged him because he was "chatting" in class, said Mary Carey, an attorney representing the family. The boy has a learning disability, Carey said.
The next day, another teacher, Marianne Dubitsky, put the boy under a chair "and then sat on the chair to hold him in place during circle time," said the claim filed Tuesday. This was in response to his "fidgeting," Carey said.
"During both of these incidents, the other students laughed and poked fun" at the boy, who was "humiliated and psychologically damaged," the claim says.
At a meeting several days later with Mankewich, Dubitsky and Principal Jeannie Dubitsky - Marianne Dubitsky's mother - Mankewich admitted to duct-taping the boy, but the younger Dubitsky would not discuss the chair incident, the claim said.

If the kid has a learning disability, that means he should have an IEP and I seriously doubt the school allows duck taping of students.
Of course, the family ought to be ashamed of themselves because if the kid is out of control, it is not because he has a learning disability, it's probably because of bad parenting.
