Two others were arrested for allegedly participating in the same Russian intelligence program within the United States.
Their job, according to the court papers in the case, was "to search and develop ties in policymaking circles" in the United States. "

Maybe it's me, but once Obama was elected, the spies did not need to develop ties to policymaking circles. They already had them in Obama and his administration. Not to mention, they already had policymakers in Congress who are sympathetic to the Russians and their view of government.
