Why Can't PBS Be Shut Down?

I was watching a Nova show tonight on PBS and they were trying to link global warming and Hurricane Sandy.
Too bad PBS cannot be shut down- for any reason.  It should never be taxpayer funded to begin with.  Let them have commercials like everyone else.
