Umm, Should We Be Shocked At This?

Many newspapers like to portray young victims of violence as poor little kids but yet, when the whole story comes, it's no surprise they are dead.
The San Fran Chronicle has one of those stories:
Lamont DeShawn Price was No. 18 of the 131 homicides in Oakland last year.
He was killed Feb. 16 while sitting in a car, his family believes for taking a girl's cell phone.
Lamont, 17, was by no means perfect. He had a juvenile record, skipped school, fathered a baby and was shot dead before he was old enough to vote.
His father, Ramon Price Sr., is both a reverend and employee at a funeral home. He's seen plenty of bullet wounds - small, dirty caves burrowed in flesh, as he describes them.
That could have been my son, he used to think. Then it was.
Lamont's funeral "was a day I can never forget, but a day I can hardly remember," Price said.

Let's see, he stole a cell phone, has a juvenile record, skipped school and fathered a baby and more than likely, had no job.  He is also buried in a red baseball hat, a common sign of a gang affiliation.
And the reason why we should be surprised he is dead is why?
