What's The Big Deal?

The local media in Las Vegas are making a big thing of this but in reality, what is the big deal?
From the Las Vegas Sun: A prison inmate died today while being treated at Valley Hospital Medical Center in Las Vegas.
So far this year, 32 Nevada state prisoners have died. The state’s prison system had the 14th-highest mortality rate in the nation in 2007 at 299 per 100,000 inmates, according to the most recent data available from the U.S. Bureau of Justice Statistics. By comparison, Mississippi had the highest rate at 448 per 100,000 inmates.

A city with 12,778 people in it can expect at least 32 deaths in the city in a year and probably a lot more.
So, what is the big deal?  There are a lot of people in prison, especially older prisoners, and they die.
So, what is the big deal about prisoners dying in a prison?
