Too Bad This Didn't Happen In Wisconsin

From the Las Vegas Sun: A water main break prompted officials to close Cheyenne Road between Clayton Street and Simmons Road late Saturday afternoon in North Las Vegas. Officials expect the road to be closed through the night and possibly Sunday.
Police spokeswoman Chrissie Coon said it’s not clear why the water main broke.
“There is a significant water utility line break underneath the road,” she said. “The road is buckled a little bit and water is spilling out.”
The city will shut down the water later this evening to fix the break. Businesses on the north side and residents on the south side of Cheyenne Road may be without water, officials said.

24 hours to fix a water main break? When I lived in Wisconsin, we had water main breaks all the time, including large ones in the middle of winter when it is -15F or colder outside. And it never took over 24 hours to fix the main. So, why is North Las Vegas taking such a long time and keeping a main road in the Las Vegas Valley closed?
Can we say major incompetence?
