Nevada: No Money For Schools, Health care Etc..But Money For Luxury Cars

What the hell???
In reporting about the bizarre case of Steven Brooks, a legislator who supposedly threatened another legislator, this little nugget came out.
From the Las Vegas Sun: North Las Vegas Police ultimately caught up with Brooks on Toiyabe Street. Since when does the state pay for a luxury car and how will a luxury convertible in any way in moving a person to Carson City? 
This is just a total waste of money.
