Bad Teacher?

From the Las Vegas Sun: The relationship between a 24-year-old Las Vegas area high school teacher and a 15-year-old male student involved about 1,000 cell phone text messages over an eight-day period but resulted in them kissing "only two times."
That's what it says on the declaration of arrest report for Amanda Brennan, a Foothill High School English teacher who was arrested Friday on two counts of luring a child and one count of contributing to the delinquency of a minor.
The report also says that when Brennan was interviewed after being read her Miranda rights, she told police she did love the boy "and she knew the relationship was wrong."
So far, no formal charges have been filed against Brennan in Henderson Justice Court. The process of filing formal charges could take up to two weeks, according to a court clerk.
Brennan is free on bail and has been placed on administrative leave pending a full investigation.

I am a teacher within CCSD and what I think this teacher done was very stupid but I question if it was illegal.
Start with the movie. What if the kid lied and told the teacher said he could go to the movies with the teacher?  I'm sure this is not the first time a kid has lied about going to the movies.
As far as the text messages, it is very creepy but what did the messages say?  Were they full of sexual content or just aimless chatter?
The teacher and kid kissed 2 times.  Wrong, yes, I agree but criminal?
Maybe she could be charged with disorderly conduct.  She should be fired and lose her teacher's license.
But anything more than that, I feel would be inappropriate.
