When Did We Declare War On Yemen?

From New York Times: Three American drone strikes in Yemen on Thursday killed a total of 12 people suspected of being members of Al Qaeda, a Yemeni military official said, raising to eight the number of attacks in less than two weeks.
The uptick in drone strikes signals that the Obama administration is stepping up its efforts against Yemen’s Qaeda offshoot — Al Qaeda in the Arabian Peninsula — amid fears of attacks after the interception of a message between its leader and the global leader of the terrorist network.
Since July 27, drone attacks have killed 34 suspected militants, according to a count provided by Yemeni security officials.
The Yemeni military official said the first drone attack on Thursday killed six people in central Marib Province, while the next two killed three each in Hadramawt Province in the south.  http://www.nytimes.com/2013/08/09/world/middleeast/12-in-yemen-die-in-strikes-by-us-drones.html?ref=world&_r=0
If a GOP president ordered these strikes, like say, George W. Bush, there would be protests, Democrats saying this was an illegal war and groups like Code Pink would be calling for his impeachment.
But the liberal media, as usual, are spinning this as a positive for Obama.  Apparently, the media thinks that Obama is such a weak person, that they need to help him out.
And if a GOP conservative wins in 2016, the media will all of sudden decide that using drones in Yemen or another country with terrorists is a bad thing and attack that president and call for their impeachment.
