Bill Has Some Splainin To Do

This was not a mistake, what Bill said.
But who wrote the speech?
Did a speech writer put the phrase about Obama and if so, who told them to write that phrase in?
Did Bill put it in, either by ad libbing or by writing the phrase in by himself?
Either way, it was not an accident.
