Hate Crime? Terrorist Attack?

How is this any different than what is going on in London?

A Clark County man was swerving his pickup toward Amish people in horse-drawn buggies moments before he crashed the truck, causing his own passenger's death, according to court documents.
Steven R. Faber, 35, of Chili has been charged with homicide by drunken driving in the death of Andy M. Mallory, 35, of Chili, and with recklessly endangering safety.
The crash happened March 10 in the Clark County town of Lynn, about 25 miles northwest of Marshfield. A criminal complaint against Faber said he had been harassing buggies prior to the crash that led to Mallory's death.
An Amish man told authorities he was driving his horse and buggy on Clark County W when Faber came from behind him, pulled out to pass and then swerved toward him and almost hit the buggy. Faber then turned around in a driveway on nearby Maple Road and drove toward the buggy head-on, using the wrong lane in the road and missing the horse by about 3 feet after swerving away at the last second, according to the complaint.
The victim said he saw the pickup stop at the intersection of Clark County W and Maple Road for several minutes until another horse and buggy passed, then Faber pulled out and nearly hit another vehicle. The driver of that vehicle said the pickup cut him off, then swerved around the other horse and buggy with the truck's engine revved.
The Amish man in the first encounter said Faber swerved his pickup at each horse and buggy he passed. 
Another Amish man and his wife who were working in a nearby greenhouse told deputies they saw Faber's pickup turn off Clark County W, pass them slowly and then speed away. That's when they heard the crash.
Deputies arrived at the crash scene at 5:05 p.m. March 10. Both Faber and his passenger, Mallory, were lying on the ground outside theory truck, which had gone into a spin and then rolled several times in a ditch. Clark County Coroner Richard Schleifer pronounced Mallory dead at the scene.

This thug tried to do the same thing as the thugs in London tried to do. Run over a religious group intentionally.  Fortunately, this thug in Wisconsin was pretty bad and ended up crashing and killing his thug passenger.
Maybe this thug Wisconsin drunk driver at the very least be charged with a hate crime or a crime of terrorism.
