What's A Christmas Parade Without Santa Claus?

Today was the Christmas parade in Henderson, NV. and it was a great Christmas parades. They had the usual entrants- school bands, fire trucks, doggy rescue groups, police cars, dance teams, ROTC classes, local small businesses, cheerleaders and a politician or 2.
But there was no Santa Claus.
How can you have a Christmas parade with no Santa Claus and what would be the excuse? Budget cuts? They forgot about Santa? Being in the parade would violate Santa's union contract? Obama's fault (hey, he gets blamed for everything else, so why not this), Harry Reid didn't want Santa to come because his plant is in the North Pole and Santa's sleigh are not environmentally friendly and Reid is a Grinch?
There really is no excuse for the Christmas parade not to have a Santa Claus. The Henderson parade was billed as an old fashioned Christmas parade and party, but obviously, without Santa, it was just a parade.
