If CCSD Has To Layoff Up To 5000 Employees, Then Why....

CCSD has said that the worst case scenario's include laying off of up to 5000 employees, including a fair number of teachers, then why are they still asking people to apply for up to 27 teaching categories plus about 5 related service areas? They also are advertising for 5 administrative positions that are open for to the public. http://ccsd.net/jobs/LLPopps.php About a year ago, they only advertised for about 3 teaching areas- Science, Math and Special Education. So, if we are going to lay off so many people, why are they accepting applications for all these positions?
