From the Havre Daily News: "President Barack Obama on Saturday declared Hill County and the Rocky Boy's Indian Reservation in north-central Montana a disaster area after severe storms and flooding swept through the area in June. The declaration means federal money will be available to state and eligible local governments and certain private nonprofit groups for emergency work and repair."
Ok, there must have been ten's of millions of dollars worth of damage, correct? Like when a hurricane, tornado or other floods hit an area. Well, you would be wrong.
From the story: "Late last month, Schweitzer sent Obama a request for the disaster declaration to make available millions of dollars for the tribe to fix damages to roads, public housing, government buildings and other infrastructure. The initial estimate put damages to infrastructure eligible for federal funding at $2.3 million for the reservation and Hill County"

So, every time there is a natural disaster that cause just over $2 million dollars in damages, we may see a declaration of disaster with the federal government paying for the damages.
So, any time a flood, forest fire, drought, tornado, hurricane, high winds, snow storm, expect the federal government to come to the rescue and shell out money.
So, where to get the money? Try the Bureau of Indian Affairs. Also, the tribe gets many taxpayer dollars already from the Feds- use those.
But this sets a bad precedent. Now, every time there is a very small natural disaster, cities and states will come to the Federal government and demand the federal disaster declaration for the area. Cities and States need to use the declaration for major disasters, not small ones that cause just a little over $2.3 million in damages.
