Pedo Martinez Update

Again, there has been an uproar in Nevada about the firing of Pedro Martinez who was the superintendent of the Washoe County School District and who was fired on Monday.
While the excuse given, the excuse given by Martinez, is that he was fired because he was not a Certified Public Accountant.  Well. I called bull crap on that because Martinez is not licensed to be anything in Nevada, at least education wise.  He is not licensed to be a school teacher or school administrator.
The lazy media in this State only talk to a couple of people and take their word as gospel instead of doing some actual research, which takes about 10 minutes online.
Here are the requirements to become an administrator in a school and school district, from the Nevada Dept. of Education: (http://teachers.nv.gov/Other_Licensed_Personnel_(K-12)/)

To receive an endorsement as an administrator of a school a person has two options:
Option One:
1. Hold a valid elementary, middle school/ junior high, secondary or special teaching license; and
2. Have completed three (3) years of teaching experience in accredited K-12 schools; and
3. Hold a master’s degree or higher in educational administration from a regionally accredited college or university with course work in each of the following areas:
A. Administration and organization of a school
B. Supervision of instruction
C. Development of personnel
D. Finances of a school
E. The laws that apply to schools
F. Curriculum
G. Educational research
H. Internship or field experience in school administration, or
Option Two:
1. Hold a valid elementary, middle school/ junior high, secondary or special teaching license; and
2. Have completed three (3) years of teaching experience in accredited K-12 schools; and
3. Hold a master’s degree or higher and have completed 36 semester credits of graduate course work to include each of the following areas:
A. Administration and organization of a school
B. Supervision of instruction
C. Development of personnel
D. Finances of a school
E. The laws that apply to schools
F. Curriculum
G. Educational research
H. Internship or field experience in school administration
Any remaining semester credits used to complete the 36 credits can be in any of the areas above or coursework considered to be part of an administrative program.
Martinez clearly doesn't meet these standards, especially since he never was a teacher in  classroom for 3 years.
I am sure that the Washoe County School District will pay for this firing, but the question is why they hired him in the first place?  Especially since he was employed by them just a few years earlier as an assistant superintendent. 
And he was employed by the Clark County School District as an administrator...why was he employed in CCSD without the qualifications?
The reason, of course, is that Martinez knows how to play the system and may have promised things that were lies or he failed to deliver the promises like getting a teaching/administrator license.
