Just because about 5 people complained, Clark County and the City of North Las Vegas are going to build a pipeline for North Las Vegas, from their waste water treatment plant to the Las Vegas Wash, a distance of 5 miles. The cost will be about $16,500,000.
From the LVRJ: Clark County commissioners on Wednesday unanimously approved an
agreement with the city of North Las Vegas that would build a pipeline
and stop the city's discharge of treated wastewater into a county storm
channel.
The agreement, which is expected to be approved by the
North Las Vegas City Council Wednesday night, would end the legal battle
between both sides and relieve residents in the area from swarms of
bugs attracted to the wastewater.
Under the deal, the county will
manage, design and construct a 5-mile-long pipe along the Sloan Channel
from the city's wastewater treatment plant on Nellis Air Force Base to
an area where the channel meets the Las Vegas Wash.
The county
will spend $7 million toward the project, with the city repaying it over
the next 10 years. The city will also pay another $8 million to build
the pipe, pay $1.5 million for roadways or other improvements, and
provide landscaping at Betty Lane and Carey Avenue.
Officials estimate the pipeline could take 18 months or longer to complete.
Commissioner
Chris Giunchigliani praised the deal and said the issue will hopefully
provide a lesson for other local governments. North Las Vegas officials
never sought the county's permission before releasing effluent into the

First, where is NLV even going to get the money to pay for the cost of building a pipeline? They just shut down their jail because they could not afford to keep it open. They have no money and bankruptcy is a possibility for NLV. Clark County has a good chance of paying for the improvement themselves.
A cheaper solution would be is just to buy out the people who live in the trailer homes that border the Sloan Channel. The fact is most people are not complaining about the water in the channel, except to TV cameras, mostly to get their 15 minutes of fame.
Finally, to make everybody happy, they should stock the channel with fish and allow people to go fishing. The bug and smell problem will go away and the County could make money off of fishing licenses.
